Dar es Salaam Water and Sewerage Authority (DAWASA)
was established under the DAWASA Act No. 20 of 2001 with an overall
responsibility of supplying Water and Sewerage Services to Dar es Salaam,
Kibaha and Bagamoyo and along the two transmission mains i.e from Upper Ruvu
and Lower Ruvu to Dar es Salaam. Management of DAWASA endeavours to fill
positions that fall vacant in order to Support its activities related to the
augmentation of water supply, improvement of water sources and sewerage
services so as to attain the vision, mission and overall objective of the
Authority. The vacancies that need to be filled are as follows:-
RECEPTIONIST
This is a key position and it is expected that the incumbent will
effective portray a proper image of the Authority. The Receptionist will also
have the role of ensuring good customer services and prompt service to both
internal and external customers at the front desk, and will report to the
Administrative Officer on day to day activities.
Duties and Responsibilities:
a) As the first point of foremost contact with customers, endeavours to
receive and direct visitors in a good manner and directs them to appropriate
officers/offices.
b)To answer telephone enquires in an efficient, friendly and professional
manner, relaying telephone, and fax messages.
c) Keeps detailed and updated records of calls made through the
switchboards including monitoring of the telephone bills to correspond with
switchboard
usage and budget.
d)To receive and direct telephone and fax messages
e)To receive mails, register and submit the same to the registry
f) Operates the telephone switchboard and ensures that the switchboard
functions at all times and reports promptly on all the telephone defects.
g) Maintain a high professional and ethical profile in an endeavour to
portray the positive image of DAWASA in accordance with the Authority standards
and core
values.
Qualifications:
a) Possession of ordinary/advanced level secondary school certificate
with passes in Kiswahili and English languages.
b) Possession of certificate in Customer Care 4r Front Office management
from a recognized institution.
c) Possession of basic knowledge of computers including Microsoft office.
d)Fluency in English, French and Kiswahili.
Experience:
Working experience in reputable organization of not less than two (2)
years in relevant field.

ASSISTANT ACCOUNTANT (2 POSITIONS)
Reports to the Accountant, for day to day activities.
Duties and Responsibilities:
a) Handles day to day accounting clerical and routine works.
b) Maintains books of Accounts
c) Responsible for bank matters, handles payroll and returns.
e) Preparing payroll.
d) Reconciling bank statements
Qualifications:
i) Degree or Diploma in Accountancy, intermediate stage \II & IV or
its equivalent
ii) Computer literacy.
Experience:
3 years.

PERSONAL SECRETARIES (3 POSITIONS)
Personal Secretaries will be answerable to the Directorate of Human
Resource and will be supervising secretaries within their respective working
stations.
Duties and Responsibilities:
a) Maintains a diary of appointments for the executives advises and
reminds the executives of their appointments.
b)Takes dictation and transcribes by typing and presents them to the
executive.
c) Types all kinds of correspondence, documents, minutes and reports etc.
d) Receives visitors with courtesy, ascertain their business and relays
information to the responsible officer.
e) Answers telephone calls and routes information to the responsible
office accordingly.
f) Organizes internal and external events.
g) Files minutes, correspondence and other documents.
h)Maintains files in proper order and in accordance with security of the
office procedures.
i) Organizes and prepares meetings, conferences and take notes of them.
j) Attends to routine executive safaris arrangements.
k) Drafts simple routine letters, notices, acknowledgements etc.
I) Implement and maintain office system and procedures.
m)Manages secretarial work and ensures that other secretarial staff are
motivated, trained and disciplined and that their work is up to the required
standard of . performance.
n)Operates and receives official fax and e-mail messages.
0) Handles incoming mail for personal attention.
p)Receives and guides visitors .
q) Keeps a diary of events.
r) Attends/produce records for meeting.
s) Handles confidential files and letters.
Qualifications:
Form four/six with Diploma in Secretarial Duties, Shorthand 100wpm,
Hatimkato 100mkd. Hands on knowledge with advanced computer applications Stage
II
including excel, word processing, database management and graphics.
Typing skill Stage \II (speed of 60wpm), Manuscripts and Tabulation stage
II, Secretarial duties stage I.
Knowledge of administrative office and clerical procedures.
Relevant registration with a nationally certified organization will be an
added
advantage.

LEGAL OFFICER
DAWASA is seeking for a Legal Officer who will assist the Corporation
Secretary in pursuing the litigation matters and handle all the legal affairs
of the Authority. The successful Legal Officer will report to the Corporation
Secretary on day to day activities.
Duties and Responsibilities:
Assists the Corporation Secretary in;
a) Providing leadership and direction of all statutory services to DAWASA
and conducting or supervising (where External counsel is engaged) in all DAWASA
litigations including preparation of pleads. .
b)ln liaison with the Procurement Manager, assists the Corporate
Secretary in appointment of external legal Counsels when required.
c) Counseling and advising on legal aspects of Investments, Long Term
Proposals/contracts with major suppliers, consultants etc.
d) Advising and assisting the Chief Executive Officer and Management on
Legal aspects of the activities of the Authority while taking appropriate
action where necessary.
e) Represent the Authority in the Court of Law
f) Prepares Legal brief on cases involving the Authority
g) Follow-up the Authority's cases of law, tribunals and advocates
Chambers and keep record of pending cases.
h) Witnessing all contractual agreements that are between the Authority
and other third parties, monitoring the effectiveness of the contract
processes, while applying legal expertise to solve the contracts breaches and
advises on all legal matters pertaining to such contracts.
i) Sensitizing the DAWASA stakeholders on DAWASA Act and regulations
related to water.
j) Fulfilling Company Secretarial duties and ensuring that Board business
is conducted in accordance with the procedures and statutory requirements.
k) Preparing the agenda, call for Board Meetings, and maintaining
accurate records of the proceedings thereof as the Secretary to the Board.
I) Notifying the Head of Departments of the decision taken at Board
Meetings for action and follow up progress in implementation and preparation of
action reports for submission to Board.
Qualifications:
(i) Bachelor or Masters Degree in Laws from recognized University
(ii) Computer literate
(iii) Good command of both English and Kiswahili language (written and
spoken)
(iv) Possession of Legal Technical skills
(v) Registered as an Advocate of High Court ofTanzania.
(vi) Extensive knowledge in legal matters, admittance to the practice of
Law in
Experience:
Graduate from School of Law who has successfully completed internship
with at least 3 years working experience and practice preferably in handing
litigation matters in similar field.

CIVIL ENGINEER
DAWASA is currently implementing its water supply expansion programme as
well as planning of new project. The works include Reservoirs, Dam, pipelines,
drilling and pumping stations.
The works requires two engineers who are experienced in planning,
implementing and supervision of the construction of water and sewerage services
structures. The two Civil Engineers will be reporting to the Project Delivery
Manager on• their day to day activities and will be supervising the project
delivery technicians in the division.
Duties and Responsibilities:
a) Compiles information and projections to aid the preparation of the
Project Implementation Unit annual budget, while monitoring the established
budget and utilizing the authorized budget according the Authority regulations.
b) Oversees the preparation of division plans and specifications,
engineering studies and cost estimates for maintenance of the water and
sewerage infrastructure facilities.
c) Provides engineering and technical estimates to support the
construction, installation, repair, and maintenance of utility systems works.
d) Provides oversight for contracted utility projects and services;
inspects work sites regularly in order to ensure progress and compliance with
the Authority standards of quality and contract terms and conditions.
e) Maintains cooperative relations and coordinates department activities
with peer staff and other departments.
Attends meetings, conducts research, compiles information, completes
special projects and various reports, and makes presentations.
f) Works with field staff to ensure coordinated work assignments and
project planning related to the operation and maintenance of the DAWASA assets
(water and sewerage systems).
g) Implements safety awareness programmes in accordance with the
Authority policy, instructs employees on safety standards, precautionary
procedures and divisional policies and procedures.
h) Through his/her head of department advises the Management on matters
relating to plants performance, ensuring smooth operations and good utilization
of manpower in the plant.
i) Works with the Programme Delivery team to establish and implement
well-defined emergency and contingency plans and procedures. Responds to the
utility emergencies as necessary.
j) Liaises with other external Authorities on electrical matters and
advises the Programme Delivery Manager accordingly.
k) Prepares Engineering design and AutoCAD drawings for new projects,
renew designs and reports received from consultants.
I) Attends site meetings and coordinates consultants and contractors
activities. Review reports and payments claims.
Qualifications:
i) BSc Degree in Civil Engineering (structures), hands on knowledge in
water supply and sewerage activities and postgraduate or short course in
project/construction management is an added advantage.
ii) Computer literacy and application of Auto CAD is mandatory.
iii) Registration with Engineers Registration Board as Professional
Engineer.
Experience:
At least 5 years experience in construction and supervision of Civil
Engineer structure, out of which three years shall be in Water Supply and
Sewerage facilities.

ASSET ENGINEER
Asset Management is very crucial if DAWASA as a water utility is to
achieve its goal of satisfying the demand of water and sewerage services to its
designated customers. DAWASA Asset Engineer has the overall responsibility of
ensuring the optimization of the usage of the water supply and sewerage
infrastructure, seeing to it that the maintenance cost of the infrastructure is
kept at its possible minimum level, while avoiding operational risks and
service interruptions through effective monitoring of its usage. As the
Engineer of the Utility Assets, the job entails planning for the renewal of the
infrastructure in accordance with its designated life time and also endeavours
to have a water supply infrastructure with acceptable minimal physical leakage
levels.
Duties and Responsibilities:
a) Assists in maintaining the general asset register and network model
and advising on timely interventions.
b) Ensures that Asset Management project objectives and time lines are
met.
c) Preparing and maintaining hydraulic/network model for DAWASA assets
management function, deployment and use within the organization.
d) By the usage of engineering software, such as AutoCAD, Water CAD,
Sewer CAD, GIS, GPS & GPRS effectively monitors the Utility infrastructure
and prepares Auto CAD drawings for the existing assets and updates the existing
drawings to capture new developments.
e) Validates time to time physical and condition data for all DAWASA
assets for the purpose of up-to-date quality data, to be delivered for the GIS.
f) Coordinating with The OPERATOR to ensure accurate customers base maps
are available.
g) Liaises with the consultants on asset valuation assignments
h) Prepares Terms of Reference for asset valuation consultants.
i) . Serves as a liaison with the GIS and Block Mapping department of the
OPERATOR ensuring reliability of the Operator's daily data entries.
j) Reviews reports submitted by the asset valuation consultants.
k) Liaise with the Operator on data entries in relation to system
improvements and through periodical surveys, monitors the performance of the
existing water networks, valves and tapping points of customers to ensure they
are in line with the standards as set in the lease agreement.
I) Registers new assets.
m) Maintains asset data and asset network plans.
n) Monitors asset condition and fitness for water supply and sewerage
service purposes and propose replacement plan.
0) Implementation of integrated asset management.
Qualifications:
i) BSc Degree in Civil or Water Engineering
ii) Computer Literacy with the knowledge of using latest AutoCAD software
and hydraulic modelling soft wares.
iii) Registration with the Engineers Registration Board as Profession
Engineer is mandatory.
Experience:
At least 5 years experience in water supply and distribution of which 3
should be on Asset Management practice preferably in Water or power utility
(Intergraded Asset Management). Experience in usage of AutoCAD, Water CAD,
Sewer CAD, GPS, GIS, GRRS is mandatory.

PROCUREMENT OFFICER (2 POSITIONS)
Duties and Responsibilities:
a) In liaison with the Procurement Manager (PM); prepares, regulates and
updates the DAWASA procurement plan while monitoring its implementation.
b) Assists in developing and overseeing of the implementation of the
procurement guide lines for the Management and the administration of the
procurement work processes while complying with the PPRA regulations, and
National Procurement Guidelines.
c) Coordinates with the Authority's disposal committee (Board of Survey)
for assessing the obsolete items for disposal.
d) Establishes DAWASA Procurement Management system for enhancement of
the procurement planning, its implementation, monitoring and documentation.
e) Assists in the preparation of the Tender documents including
Invitation for bids and Expression of Interests for procurement contracts and
preparation of shortlist for bidders.
f) Assists in holding procurement Tender Submission and pre-bid meetings
as well as procurement progress meetings and taking minutes for the DAWASA
Tender Board.
g) Reviews and prepares supporting documentation for payment vouchers
after reviewing the payment certificates and keeping records.
h) Assists in the developing and overseeing of the implementation of the
guidelines for the supervision, management and monitoring of contracts for
goods and works or services at the component level including coordinating and
monitoring of the tender processes, by providing advice regarding adherence to
donors procurement guidelines and synchronizing with DAWASA regulations.
;) Arranges for a press release to the print media, while publishing in
the Government gazette .all the procurement processes as well as publishing the
General Procurement Notice in the Newspaper of wide circulation, a month prior
to notification of request for the recruitment of consultants.
j) Publishes notice of contract awards within 28 days after obtaining
approvals.
k) Assists the coordination and selection of the consultants for
water/sewerage works and other consultants; while initiating the set-up of
evaluation committee and managing all the stages of consultants procurement
processes (short listing, preparation of request for proposal, evaluation of
financial and technical proposal preparation of draft contracts, supervision of
consultancy contracts, reviewing claim and certification of the consultant
claims and invoices after technical experts approval).
I) Clearing of goods through customs.
m) Forecasting and planning for Procurement of required services.
Qualifications:
The incumbents must be degree holders in Procurement and Logistic
Management or and Civil Engineering from recognised institution, registered as
Certified Procurement Professionals and must be computer literate. Postgraduate
and short courses in procurement and or contracts management will be an added
advantage.
